The planet doesn’t celebrate Christmas per se – the lights are permanent and some of them a tiny bit alive. They represent souls liberated in the Great Slave Upheaval that happened a few hundred years ago, ending the civilisation’s darker times. (Team TARDIS may have had something to do with its origins.)
