BECAUSE THEY REALLY DIDN’T FEEL LIKE GIVING HIM A COSTUME SO THEY JUST GRABBED RANDOM CLOTHES AND TOSSED AWAY THE PROP THAT MAKES HIM UNIQUE IN EXCHANGE FOR MAKING HIM EVEN MORE GENERIC

actually! i have some good news: you’re exactly right regarding easy cosplay!

peter capaldi has said that he actually did want to make the doctor’s costume simpler, partially so that cosplayers and children could emulate it more easily. here’s a source. i don’t see the problem with making a costume simpler so that children can emulate it, especially as, as i’ve mentioned, this is a children’s – if not a family – television show.

also, while i don’t claim to have a source, i believe the sonic sunglasses would also fall under that description. easier for parents to buy some cheap sunnies for a kid’s costume than a possibly expensive prop sonic screwdriver, much as i love it.

and if you look into it – even just on wikipedia – i think you’ll find rather a lot of thought went into twelve’s costume. certainly in new who, i don’t believe anyone’s ever just “grabbed random clothes” to put together a doctor’s signature look, at least without considering each item they’d grabbed!
